Project Name: Waste Water Discharge Line
Project Sponsor: Berlin Charter Township

Requested Amount: $3,040,000
Description: The funding would be used to replace the effluent forcemain and its appurtenances.  The domestic wastewater treated at the township's WWTP is discharged through an approximately 12,000 lineal foot 12-inch diameter forcemain to the mouth of Swan Creek at Lake Erie.  To maintain treatment plant operation, accommodate future growth of the collection system and to allow the plant to maximize the treatment capacity during peak wet weather events a new larger forcemain is being required. The investment would include new piping, as well as all appurtenances, such as isolation valves, cleanouts and air/vacuum release valves for a complete replacement of the existing effluent forcemain. Approximately 1,500 households/businesses in Berlin Charter Township rely on the waste water treatment plant operating continuously to be able to live in their home or maintain their business.

Project Name: Hupp-Morrell Water Transmission Connector

Description: The funding would be used to construct a new 16” water main replacing water mains installed as far back as 1919. This project is crucial to the health, safety and welfare of the residents of the City of Jackson and would allow for the access to safe drinking water to both the residential and industrial users in the southeast section of the city.  This project will allow for economic growth in this area of the city by having the ability to better serve more users throughout the southeast section of the city.

Project Name: Napoleon - M-50 Water Transmission Main

Description: The funding would be used to construct a new 16” water main of approximately 9 ½ miles long along M-50 to Napoleon Township. Napoleon Township is in desperate need of water system improvements as they are outgrowing their existing system. This project would help Napoleon Township provide safe drinking water to both their residential and non-residential users, and is crucial to the public health, safety and welfare of the residents of Napoleon Township.

Project Name: Opportunity Center & Navarre Library Community Center Enhancement Project

Description: The funding would be used to construct a new 10,000 sq. ft. library facility, modernize the 15,000 sq. ft. facility to meet current community needs and improve the functional layout of the facility. The addition would also include space for "The Learning Bank" - an adult education program currently housed in a separate building on the campus. The new library will bring the community's library into the 21st century with a larger and modern technology lab space. This will benefit community residents who otherwise lack access to basic internet infrastructure, private reading and study areas and offices for a planned community social worker who will link residents to other vital support services.

Project Name: River Raisin Heritage Trail Rehabilitation Project

Description: The funding would be used to complete reconstruction of the existing 4.2 mile trail, correction and prevention of negative vegetative impact to the trail surface, repair of existing bridge and drainage structures, and the addition of key trail and site amenities including shelters, benches, wayfinding signage, and educational signage for this historical area, incorporating key aspects from the National Battlefield Park and International Wildlife Refuge information.  The project will connect with an existing trail network which will provide in total a distance of approximately 18 miles from its eastern end on Lake Erie to the Community College on Raisinville Road at its western end, giving the entire Monroe area safe non-motorized access to important regional and community facilities, the City of Monroe downtown, neighborhoods, schools, parks, natural areas, and many historic sites.

Project Name: Emergency Department Respite Room to Support Adolescent Mental Health Care – Henry Ford Jackson Hospital

Description: The funding would be used to establish a new respite room for pediatric patients with mental health needs in the emergency department (ED) at Henry Ford Jackson Hospital. The project would modify an existing space that connects to a preferred location for psychiatric care within the ED. This renovation would expand the footprint of the current location, creating a space that remains secure while providing a therapeutic environment and respite for pediatric patients and their family members or care takers. In Jackson, wait times for transfers to pediatric inpatient psychiatric facilities can be very lengthy. These limitations in accessing care are compounded by the growing rate of mental healthcare needs by the child and adolescent population. By establishing a respite room for pediatric patients and their families while they await transfer for inpatient services, the project will alleviate some of the burden families face during their long length of stay.

Project Name: Advanced Lung Disease Care Management at Hillsdale Hospital

Description: The funding would be used to provide advanced medical care support to patients who suffer pulmonary diseases through the deployment of advanced medical technology called EBUS (endobronchial ultrasound) utilized by a Hillsdale Hospital trained pulmonologist. This equipment would allow Hillsdale Hospital to serve a greater population within its service area consisting of Branch, Hillsdale and Lenawee Counties totaling a population of 186,000 residents. Hillsdale Hospital and surrounding areas do not offer this new equipment and therefore its patients must drive out of their respective communities into larger hospital systems to receive care. Hillsdale Hospital is a non-profit hospital, providing service to a high rate of Medicaid and Medicare patients totaling nearly 70% its patients.

Project Name: Jackson County Airport Terminal Building Update

Description: The funding would be used to rehabilitate the terminal building which was constructed in 1962 and is in urgent need of updating. The project would remove asbestos, improve energy efficiency, and make the building fully compliant with ADA accessibility. With an estimated annual economic impact of over $35,000,000, the airport serves as a welcoming building to those using the Airport. The Jackson County Airport is the number one County General Fund Agency in the economic development category, and economic development is a top priority for the county.

Project Name: Airport Road Corridor Project

Description: The funding would be used to reconstruct and widen Airport Road, which is a federal aid eligible county primary roadway that is used to travel to and from Blackman Township, Summit Township, and the City of Jackson.  It also connects to I-94, allowing motorists east/west access to lower Michigan. Airport Road would be constructed from the bottom up using new paving technologies using recycled materials, designed to withstand extreme weather effects, stand up to increasingly heavy traffic, and maintain structural integrity much longer than traditionally constructed roads. By rebuilding Airport Road from the bottom up using these new technologies, Jackson County can greatly enhance quality of life and safety for drivers and pedestrians, while reducing the likelihood of frequent and costly future repairs on the road.

Description: The funding would be used to construct an 11.95 mile stretch of road which will provide a direct route from the northwest corner of Lenawee County to a new hospital on M-52 south of Shepherd Road.  Currently there is no suitable, direct route from the northwest corner of the county to the hospital and the road will provide quicker access for emergency personnel and citizens traveling to receive emergency services.

Description: The funding would be used to demolish an existing blighted hospital campus that is no longer in use and develop the site for new housing for multiple income levels.  The development is projected to generate economic growth for the city and state of Michigan and address a critical shortage of attainable housing in the area.

Project Name: Oakville Waltz Road

Description: The funding would be used to resurface and improve structural integrity to a 2.33 mile stretch of road located in northern Monroe County which serves residents of Monroe, Washtenaw, and Wayne counties.  The project will also address needed drainage, guardrail, slope restoration, signage, and pavement markings.  The current PASER ratings for this segment of Oakville Waltz Road range from 1 (failed) to 2 (very poor).  These needed improvements will improve safety and provide corridor continuity for the three counties that the road serves.

Description: The funding would be used to upgrade its existing lab spaces on campus to ensure that its facilities provide a teaching environment that is in line with industry standards and is essential to students’ success and growth as scholars and professionals. With suitable and modern space, configured and outfitted in a best-practice learning environment, Siena Heights can better train its STEM students to be workforce ready.

Project Name: Tibbits Opera House

Description: The funding would be used to replace critical plumbing, mechanical and electric infrastructure, and restroom facilities, bringing them up to building and ADA code for a 500-seat public building. This project represents a critical piece of the overall $7 million renovation and restoration of the historic Tibbits Opera House in Coldwater, Michigan, an essential community facility, and important economic and cultural asset for Branch County. The project is a critical piece of a much larger effort to completely renovate and restore the interior of the Tibbits Opera House, built in 1882. Tibbits serves a unique and rural community, and contributes to the economic health of a historic downtown. Tibbits, with its grand architecture, is listed on the National Register of Historic Places and represents an outstanding and rare example of Victorian architecture and craftsmanship worthy of preservation. Tibbits is one of the major tourism attractions in the area, attracting over 30,000 patrons annually with an economic impact of over $1.2 million according to Americans for the Arts studies. To continue to effectively serve the community Tibbits must address the inadequacy of its facilities, including insufficient water and sewer capacity, ineffective mechanical systems, out-of-date and limited restroom facilities, and limited accessibility.

Project Name: Village of North Adams Lagoon Repair and Compliance

Requested Amount: $720,000
Description: The funding would be used to improve the wastewater treatment facility. In November of 2019 EGLE inspected the lagoons and concluded that the lagoon ponds require dredging, the berm surrounding the lagoons is in need of rebuilding and the valves between the ponds need to be replaced. These improvements will facilitate in clean water for the community and affordable utilities for residents and business owners which will spur economic growth.
