Description: For improvement of the local streets adjacent to the newly renovated McIntosh Park including .5 miles of full roadway reconstruction and underground utility upgrades on Dean Drive, Hoaglin Drive, and Albion Street. The roadways have not received renovations in many years are currently ranked very low on the PASER scale. Updates are needed so citizens can safely access the park and surrounding area.

Description: To rehabilitate Arch Avenue and construct approximately 600 feet of storm sewer to extend the current storm system. The road is currently ranked 4 on the PASER scale and needs reconstruction. Additionally, the storm sewer expansion is needed to address a flooding issue in the ditch system. Updates are needed to improve safety given that Arch Avenue is the preferred access point to the City of Hillsdale Manufacturing & Technology Park.

Description: To extend fiber broadband services to thousands of unserved and underserved locations within Branch County. High-speed internet access in rural areas is linked to increased job and population growth, higher rates of new business formation and home values, and lower unemployment rates. The locations included in this plan are high-cost and deploying fiber without additional public funding would be economically prohibitive.

Description: To upgrade jail security and communications systems, including the master control and administrative segregation capabilities, install a 24/7 emergency generator for the Justice Complex, and improve the safety features at its public front entrance. The project will significantly improve the functioning of the criminal justice system within the Calhoun County correctional facility and justice complex, ensuring effective and efficient operations by the jail and public safety services of the Office of the Sherriff.

Description: To replace water mains and a distribution pump. The project will address aging infrastructure and provide better water quality and flow to residents. It would also address current insufficient capacity to meet the needs of existing and future village water customers. Specifically, the funding would go to replace cast iron water mains on Creek Drive and Lake Shore Drive which have brown water and low flow to residents, as well as replacing a distribution pump for better flow and pressure during periods of high demand.

Description: For construction of the conjoined Emergency Operations Center and 911 Public Safety Dispatch in Berrien County. The project would create more public safety jobs, better balance the presence of locations of County offices, and help support the local nuclear power plant emergency operations center in the event of a nuclear emergency. The center would support the nearly 40 local subunits of government within the County, the over 50 police, fire, and EMS public safety response agencies, and the approximate 154,000 residents.

Description: To expand offerings available through Glen Oaks Community College’s (GOCC) agricultural equipment technology program by creating the Center of Rural Sustainability. The proposed facility would meet a critical economic need in the largely agricultural region. GOCC has the only agricultural equipment technology program in the region, which is in need of highly trained technicians for the many agricultural industry jobs throughout southern Michigan.

Description: To replace antiquated water mains, lead service lines, and sanitary sewers on Martin Luther King Jr. Drive. The project would help provide clean water and proper sewage conveyance to Jackson residents by replacing lead pipes and provide adequate water capacity by replacing pipes that are over 100 years old. In addition, the modernized water mains will improve water clarity and quality, increase operating pressure for fire protection and remove the potential for lead exposure in drinking water.

Description: To build a new fire station and apparatus bays. The current fire station is becoming increasingly unsafe and structurally unsound. Additionally, the current apparatus bays, which were built in the 1960s, are too short for fire trucks of standard size. A new fire station is needed to ensure the Village can provide residents with emergency fire and rescue services.

Description: To construct a 4.2-mile connector trail project in Southwest Michigan that will connect the cities of Niles and Buchanan in Berrien County. There is a gap in the Lake Michigan coastal trail network in Berrien County. The project would connect trails that extend to multiple states and would provide a safe alternative transportation option, especially for the low-income residents of Niles and Buchanan. Non-motorized infrastructure is a necessary component of community structure and provides solutions for transportation, recreation, social cohesion, and health-improvement.

Description: To make infrastructure improvements for water system security and resilience and decrease vulnerability of disruption of safe water delivery. Specifically, the funding will go to replacing filters, updating to safer chemical injection pumps and high-service well pumps, replacing meters, and finishing water main replacements.

Description: To extend the existing shared use path on S. Roosevelt Road. This would include the construction of a bridge and boardwalk over Hickory Creek. Completion would connect the Community Center Park to John Beers Road, W. Marquette Woods Road, and S. Roosevelt Road. The network of sidewalks and shared use paths exist as a handicapped accessible public benefit, allowing mobility and exercise for residents.

Description: To continue development of Harbor Country’s primary waterfront area. Specifically, to expand the beach, build community facilities including bathrooms and a lifeguard office, and create a new pedestrian boardwalk between Galien River and the beach. Tourism is the primary economic driver for Harbor Country in Michigan, and the improvement of the New Buffalo waterfront is imperative to the economic success of the region.

Description: To renovate and expand an existing under-utilized educational facility in order to create a new Business Development and Entrepreneurship Center in southern Monroe County. It would help encourage business development and new job opportunities for residents.

Description: For 3 miles of road reconstruction including excavation, aggregate base, drainage, shoulders, slope restoration, hot mix asphalt, signing and pavement marking. The stretch of roadway is a major route of travel in the county and is currently in poor condition.
