Rep Walberg Votes To Reform the Budget Process

January 25, 2013

U.S. Representative Tim Walberg voted in support of H.R. 3582, the Pro-Growth Budgeting Act and H.R. 3578, the Baseline Reform Act. Both of these bills passed with bipartisan support and are part of a larger package of budget process reforms under consideration by the House to help gain control over and bring more accountability to federal spending.

H.R. 3582 will require that every major piece of legislation be sent through the Congressional Budget Office (CBO) to analyze the effect it will have on the U.S. economy. H.R. 3578 will remove the assumption that discretionary spending must expand each year to match inflation.

In addition to calculating the impact on the economy, H.R. 3582 will require a CBO report for every piece of major legislation to make clear its effects on business investment, the economy’s capital stock, jobs and the labor supply. Separately, H.R. 3578 will help save trillions of dollars every decade by holding back on automatic increases in discretionary spending. It will not change mandatory or revenue baselines.

“The current budget process is broken and it’s far too easy to spend money without thinking through the long term consequences. If Congress is faced with how much a bill will affect taxpayers, then they’ll likely weigh the real world impact more closely. Combined these bills help bridge the gap a little more between spending recklessly and fiscal responsibility. I will continue working to place America on a sound financial footing so our economy can grow and create jobs over the long-term,” commented Congressman Walberg following the passage of the bills.
